A one-vehicle accident occurred on April 14 at approximately 6:41 a.m on Hoots Rad just north of I-72 in Scott County.
According to Illinois State Police, James Spencer, 22, Winchester, was driving a 2014 silver Dodge Dart northbound on Hoots Rad, when the vehicle left the roadway to the right, struck a ditch embankment and flipped once, coming to rest on the roof.
Spencer was transported by ambulance to an area hospital with serious injuries. He was also ticketed for failure to reduce speed to avoid an accident.
