Illinois State Police investigate in-custody death

The Illinois State Police (ISP) Division of Criminal Investigation (DCI) Zone 4 was requested to investigate an in-custody death at the Morgan County Jail in Jacksonville.
On Monday, April 25, DCI Zone 4 was contacted by the Morgan County Sheriff’s Office to investigate a death that occurred at the jail. Morgan County Jail Correctional Officers located Brian C. Downs, a 40-year-old male inmate in need of medical attention. Downs was transported by ambulance to an area hospital, where he was later pronounced deceased.
An autopsy was conducted on Monday, April 25, in Springfield, Illinois. Results of the autopsy are pending toxicology results which may take several weeks.
ISP DCI Zone 4 will be continuing the death investigation. There is no additional information available at this time as this is an active and on-going investigation.
