WINCHESTER APPROVES TIF funding for Rural Cyclery expansion

Winchester City Council approved a TIF (Tax Increment Financing) request through the Façade Improvement Program in the amount of $5,000 from Colin and Jackie Kuchy, owners of Rural Cyclery, at their May meeting.
The funding will be used to make improvements to a building owned by the Kuchy’s at 21 South Main Street, the former location of a dentist’s office many years ago.
The city has two different programs from which businesses can request TIF funding – the Façade Improvement Program and the General Building Improvements Program. Both of these programs will provide up to 25 percent of a project’s cost up to a total of $5,000.
“This project represents a meaningful investment in both the physical revitalization of the building and the continued growth of our business and community presence,” Jackie Kuchy said. “The requested TIF funds will be used to support a comprehensive renovation project that includes several key improvements.”
Front Façade Renovation: We will complete a full redesign and restoration of the building’s front exterior, including the installation of a new storefront. This upgrade will significantly enhance curb appeal and contribute to the overall aesthetic and economic vitality of the downtown area.
Second-floor windows: New windows will be installed on the second floor, improving both the appearance and energy efficiency of the building while preserving long-term structural integrity.
Roof Replacement: A new Roof will be installed to address aging infrastructure, protect the building from future damage and ensure the longevity of the property.
Kitchen Installation: The addition of a functional kitchen will allow us to expand our offerings and host a wider range of events and services.
Interior Renovation: The interior space will be reconfigured and renovated to create a larger, more flexible gathering space that can accommodate community events, meetings and increased customer traffic.
“These improvements are not only essential to maintaining and enhancing the building itself, but these also directly support our mission of creating a welcoming space for the community,” Kuchy said. “The expanded gathering area will allow us to host events, expand product and service options, increase job opportunities and attract more visitors to the area.”
Their mission is simple.
“Our mission as a small business has always been to help draw additional economic activity to Winchester,” Kuchy said. “We believe this renovation project has the potential to attract additional visitors to our community.”
Kuchy said the project reflects a strong commitment to reinvesting in the downtown and preserving the character of the community while positioning it for future growth. TIF assistance will play a critical role in making these improvements financially feasible and ensuring that the project can be completed to a high standard.
“As we approach our fifth year in business, we have felt the economic impact as small business owners, but are still committed to bringing our vision to fruition,” Kuchy said.
