Village still seeking treasurer

The Kampsville Village Board of Trustees held their monthly meeting on Monday evening where they filled several vacant positions on the board that were left last month when former Mayor Wade Gibson, Village Clerk Jodi Becker, Village Treasurer Pat Gotway, and Board of Trustees member Robert Parmenter announced their resignations on Oct. 17. The other board vacancy was left by the passing of Trustee Mike Johnson in August of this year.
Allison Harmon was appointed as the Village Clerk at Monday’s meeting, along with Terry Hausmann and Stephanie Angel who were appointed as the newest Trustees.
Each new appointment was sworn in at the meeting and took their oaths of office to “support the Constitution of the United States and the Constitution of the State of Illinois,” and to faithfully discharge their duties to the best of their abilities.
With the three positions filled, the position of Village Treasurer remains vacant and the matter was postponed until the next meeting.
The board also announced that candidate position and forms for the April election will be available this week for a trustee position up for a new four year term, a vacated trustee position up for a new four year term, an additional trustee position up for a new four year term, two vacated trustee positions to fill two years of an unexpired four year term, and the vacated Village President position to fill two years of an unexpired four year term.
In other business, the board approved a resolution to use ARPA (American Rescue Plan Act) funds to pay a portion of invoices for water meters. The funds, in the amount of $41,370, will be used to help defray the expenses of the new water meters that will be installed and are expected to cost around $71,000.
The board approved the water and sewer reports as well as the treasurer’s report for October, discussed the flood buyout program update and new water meter installations which should start this weekend.
A $100 donation to Ultra Service Inc was approved for their work on upgrades to a village computer hard drive.
The board also approved an item for new signage at the cemetery posting “no visitors allowed after dark.” The board postponed the approval of repairing and replacing village signs to allow time to find out a more precise cost.
A motion to allow the Center for American Archeology to use green space for an Archeology Day event in July was approved by the board. The free event will be moved to the green space where Old Settlers Days is held to allow for more space.
Discussion of payment of invoices from the Calhoun Highway Department and the use of transfer fund accounts to pay the balance of $12,000 was tabled until the next meeting, approval of the annual audit report was also tabled for the next meeting to allow more time for review from the new members.
In other business, approval for renewal of insurance coverage from Squire Insurance was postponed.
Several members of the community took the opportunity to speak during public comment addressing issues such as junk and trash ordinances, water meters, “bullying” towards the former mayor, some took the time to address each other, and asked the board to encourage a positive environment for all of the village residents.
One person during public comment was asking to be added to the agenda for the next board meeting to challenge the compliance of multiple board members, stating that they made a request in the past and believes their right to speak is being violated calling some of the actions of the board “communistic.”
“It’s time to move on,” one person stated while commenting on the resignation of former board members and appointment of current members.
The Kampsville Village Board of Trustees meets at 6:30 p.m. on the first Monday of every month at Village Hall, 240 W. Oak Street. They are scheduled to meet again on Monday, Dec. 5.
