JWCC supports recent announcement from the ICCB regarding Governor Pritzker’s FY24 budget proposal

John Wood Community College is excited to learn about Governor Pritzker’s Fiscal Year 2024 budget proposal. The Illinois Community College Board (ICCB) recently shared a memo regarding the proposed plans. JWCC appreciates the Governor’s acknowledgment that community colleges play a vital role in the State’s education and economic development plans and supporting the future growth of Illinois. If passed, as proposed, this will lead to an approximate 7% increase in operating revenue from the State for JWCC.

JWCC President Bryan Renfro shared, “We thank the State and the Illinois Community College Board for their hard work in seeking this much-needed proposed increase that will benefit JWCC students.”

Acknowledging the local community and students who support John Woods’s operating expenses are equally important. According to Josh Welker, JWCC dean of business services and institutional effectiveness, “In our current (FY2023) budget, we anticipate receiving 38.9% of operating revenue from local property tax and personal property replacement tax, 13.8% of operating revenue from the State, 42.7% from student tuition and fees and 4.5% from other sources. The original intent of the Illinois community college system was for operating revenue to come evenly at 33% each from property tax, the State, tuition and fees.”

“The rising cost of goods and services has escalated through the past decade. Unfortunately, tuition and fees have had to outpace the other two primary funding sources.” Renfro stated. “We are fortunate to have local support and we couldn’t be more grateful. John Wood’s Board of Trustees leadership is another example of how the community gives back and supports JWCC’s role in providing quality, affordable education and training opportunities.”

Renfro also shared, “We are equally excited about the proposed increase in the Monetary Award Program (MAP) funding.” MAP grants are available to eligible Illinois residents who attend approved Illinois colleges and demonstrate financial need, based on information provided on the Free Application for Federal Student Aid. This money would go directly to students to support their tuition and fees.

According to Melanie Lechtenberg, JWCC dean of records, registration and financial Aid, “This year 573 students received MAP funds to assist with their education costs, funding they would not have received, if not for the program.”

“We see this as an opportunity to provide greater access to JWCC for students in need to pursue of their hopes and dreams,” said Renfro.

The College is optimistic, if approved, that the increased funding for non-credit workforce training grants ($5.2 million) and grant programs to support training in Advanced Manufacturing ($10 million) will allow JWCC to strengthen its support to local business and industry by improving and increasing education and training in these areas.

While many details regarding the additional grant funds have yet to be provided, the College applauds the acknowledgment of the need for additional support for community colleges and the education focus Governor Pritzker is taking. John Wood has exceptional Faculty and staff dedicated to making a difference in students’ lives. These additional funds will allow them to have an even more significant impact on more students.

Renfro stated, “We will be advocating for the support of budget’s passage with the fully proposed amounts. We will watch closely as the proposal navigates the approval process and will be ready to capitalize on the funding to support the local students, community, businesses, and industry within the John Wood Community College’s economic region.”
