Two men face felony charges for producing cannabis plants

On Sept. 17, 2024, Jersey County State’s Attorney Ben Goetten filed felony charges against Robert B. Kallal (age 58) of Dow, Illinois, and Rusty C. Young (age 64) of Alton, Illinois for Knowingly Producing Cannabis Plants, a Class 2 felony. The charges followed an investigation conducted by the Jersey County Sheriff’s Office (JCSO). That investigation, a part of the ongoing proactive JCSO drug strategy, led to the surveillance of a cannabis field in rural Jersey County near Dow. Ultimately, Kallal and Young were observed in the field and arrested by JCSO Deputies on Sept. 14. Approximately 140 cannabis plants were seized from the field.
The JCSO wants to remind our public that growing cannabis remains illegal in Illinois except under very specific conditions involving the very small amounts set forth in Illinois statutes. Both defendants are presumed innocent until proven guilty in a court of law.
