City council questions tiling expenses

The Pittsfield City Council met Oct. 15 and discussed the tiling, basin and terrace project on the airport farm. Gary Mendenhall, mayor and Kevin Wombles, mayor pro-tem were both absent from the meeting, putting, Robert Wilson in charge of the meeting.
The city had agreed last year to do the tiling project at the airport farm and due to the cost, do the project in phases. This year the council budged $70,000 for the second phase, but, has discovered the cost to be only $60,000 to do the part where the modular home sales used to be as well as other parts.
The question was: Do we have to bid it out?”
The city’s attorney, Keisha Morris, said anything over $30,000 must be bid.
The council debated that since the money was already in the budget, why it would have to be re-bid.
Upon his return to city hall, the following day, Mendenhall clarified that the city had in fact put the job out for bids last year and the agreement was the project would be done in phases. The contractor agreed and all the council had to do was okay it so the project could proceed.
The council also heard the city’s audit report from Mike Vaughn of Franklin and Vaughn.
Vaughn reported the city’s audit was in good shape and the records were in great shape.
“That saves us time and you money,” Vaughn said.
Vaughn said taxes were down a bit in the city, but, said gaming revenues were up to $115,000.
The council also heard the golf cart parade will be Oct. 26 at 11 a.m. The parade will follow the traditional route, leaving from the high school up to the square via Monroe Street.
Two personnel matters were discussed.
Shane Allen, of the gas and water department has resigned as department head. Billy Fitzmaurice and has started in the department Oct. 14. A replacement search for Allen’s position is on-going.
Also the city has advertised for a economic developer. Ed Knight has filled the position part-time as well as taking on other projects for the city.
“A full-time economic development director will be able to keep up with our on-line presence,” Mendenhall said. “We advertised and got four candidates to interview.”
Interviews were to happen this week.
