Courthouse Security Officer David McCollum rests atop a very high ladder in the rotunda of the courthouse ready to receive a flag being passed down to him by Ben Picou to be placed in the holders. It has been quite some time since flags flew above the rotunda which is why Picou decided to purchase flags to be placed there. He purchased two American flags, two POW flags, two Illinois flags and a joint service flag depicting the emblems of all the branches of the American service.
