Every municipality or employer participating in the Illinois Municipal Retirement Fund is required, by Illinois Statute 5 ILCS 120/7.3 to post the total compensation package for each employee having a package that exceeds $75,000 per year at City Hall.
This statute is part of the Illinois “Sunshine Laws” designed to ensure public access to information regarding the compensation of tax-funded employees.
Total compensation package means payment by the employer to the employee for salary, health insurance, a housing allowance, a vehicle allowance, a clothing allowance, bonuses, loans, vacation days granted, and sick days granted.
The City of White Hall is the second municipality in Greene County to provide this information. They currently have six employees who have total compensation packages that total over $75,000.
They are, from top to bottom:
John Harbaugh (Streets and Alleys) Total: $99,568.58. Wages, $68,380.17; Blue Cross/Blue Shield, $30,601.89; Dental Insurance, $255.60 and Life Insurance 331.20.
Steve McCarthy (Water and Sewer) Total: $99,216.16. Wages, $77,164.16; Blue Cross/Blue Shield, $21,465.20; Dental Insurance, $255.60 and Life Insurance $331.20.
Luke Coultas (Chief of Police) Total: $89,563.90. Wages, $77,428.14; Blue Cross/Blue Shield, $10,732.60; Phone reimbursement, $816.36; Dental Insurance, $255.60 and Life Insurance, $331.20.
Neil McPherson (Police Officer) Total: $89,340.01. Wages, $78,020.61; Blue Cross/Blue Shield, $10,732.60; Dental Insurance, $255.60 and Life Insurance, $331.20.
Mona McMillen (Treasurer) Total: $86,804.37. Wages, $75,484.97; Blue Cross/Blue Shield, $10,732.60; Dental Insurance, $255.60 and Life Insurance, $331.20.
