Repeat offender sentenced to prison in Greene County

A strong message is being sent to those who continue to break the law in Greene County – keep it up and you will end up serving time for your crimes.
Greene County States Attorney Craig M. Grummel announced on Dec. 8 that Richard E. Neff, 46, has been sentenced to five years in the Illinois Department of Corrections following multiple felony convictions.
Among those convictions are:
■ Aggravated Battery, a Class 3 Felony, extended term eligible.
■ Domestic Battery, with priors, a Class 3 Felony, extended term eligible.
■ Unlawful Possession of Methamphetamine, Class 3 Felony, extended term eligible.
Neff pled guilty to these offenses on Dec. 3 in Greene County Circuit Court before Judge Allison Lorton.
According to Grummel, Neff’s criminal behavior has repeatedly required law enforcement to respond to his disruptive and violent acts. His sentencing marks an important step toward relieving the strain his actions have placed on the community.
“This defendant has been an ongoing burden on both the White Hall and Roodhouse Police Departments,” Grummel said. “His incarceration will bring much-needed relief to our law enforcement officers and the hard-working citizens of northern Greene County.”
Grummel said he wanted to give credit where credit is due.
“I want to personally thank the White Hall Police Department and the Roodhouse Police Department for their tireless efforts, dedication and professionalism,” he said. “Greene County is safer because of their continued commitment to public safety.”
Neff’s convictions arise from multiple incidents, including:
■ On June 17, 2025, Neff knowingly struck a victim with a wooden staff, causing bodily harm.
■ On Oct. 16, 2025, Neff unlawfully possessed methamphetamine.
■ On Nov. 8, 2025, Neff committed a domestic battery against a family/household member, after multiple prior domestic battery convictions in Greene and Scott counties.
“The Greene County State’s Attorney’s Office remains committed to holding violent and repeat offenders accountable and ensuring the safety of Greene County residents,” Grummel said.
