Law enforcement officers with the Pittsfield Police Department and Pike County Sheriff’s Department executed two search warrants on Kellogg Street in Pittsfield, Jan. 4. These search warrants were a part of an ongoing investigation.

MICHAEL CAPPS
At 157 West Kellogg Street – Lot #7: Michael Capps, 59, of Pittsfield, was stopped prior to the execution of the search warrant while driving a vehicle. He was arrested for driving while suspended and unlawful possession of less than five grams of methamphetamine during the stop. Officers then executed the search warrant at the residence and located and seized methamphetamine and methamphetamine paraphernalia.

SHELLY EVANS
Shelly Evans (LaRock), 52, Pittsfield, was issued a citation for unlawful possession of less than five grams of methamphetamine. Evans is a prior meth offender that was previously sentenced to the Illinois Department of Corrections for meth offenses.
Capps was arrested for unlawful possession of less than five grams of methamphetamine.
Officers located and seized digital scales, methamphetamine, and methamphetamine paraphernalia.
Both subjects were issued citations and released in accordance with the Safe T Act.
Later, at 543 West Kellogg Street, officers executed a search warrant and encountered two subjects running from the back of the residence. Officers located and detained one of the subjects. The second subject turned himself in to law enforcement Jan. 6. Another subject was not home at the time of the search warrant and was located and arrested by the Pike County Sheriff’s Department in Barry.

WILLIAM TROY FULMER
Officers arrested William Troy Fulmer, 52, for unlawful possession of 15 to 100 grams of methamphetamine with the intent to deliver. Fulmer is a prior meth offender and is currently on parole for meth related offenses.

JOHN BRIDGWATER
Officers arrested John J Bridgwater, 40, in Barry, for unlawful possession of methamphetamine and unlawful possession of drug paraphernalia and transported him back to Pittsfield. Bridgewater is a prior meth offender and was previously sentenced to the Illinois Department of Corrections for meth offenses.

TIMOTHY SHANKS
Timothy Shank, 42, Pittsfield, turned himself in to officers Jan. 6. He was arrested for unlawful possession of 15 to 100 grams of methamphetamine with the intent to deliver. Shanks is a prior meth offender that has served time in the Illinois Department of Corrections FOR meth offenses.
Shanks was arrested for aggravated delivery of methamphetamine on a separate ongoing investigation. Shanks was arrested for an offense that was alleged to have occurred in October of 2024 alleging that Shanks sold methamphetamine at 543 West Kellogg Street. Shanks was booked on this offense and issued a citation in accordance with the Safe T Act.
Officers located and seized approximately 65 grams of methamphetamine, digital scales, plastic bags, meth paraphernalia, television, and their surveillance camera system.
