Pike County Sheriff’s Department cracks down on sex offender registry violations

In the past year, the Pike County Sheriff’s Department has been vigilant on watching those on the sex offender registry. Five violators were identified.
The first arrested happened Nov. 28, 2023, when, Chief Deputy Zack Orr conducted a criminal investigation into a Violation of the Illinois Sex Offender Registration Act.
ROBERT WAYNE NIFFEN
Subsequent to the investigation, Robert Wayne Niffen, 64, of Pleasant Hill, was arrested on a charge of failure to register as a sex offender. Niffen was on federal probation for sex offender registration violations during his arrest. Niffen was cited and released per the SAFE-T Act.
Aug. 15, a bench trial was held where Niffen was convicted by the Honorable Judge J. Frank McCartney.
Oct. 24, Judge McCartney sentenced Niffen to five years in the Illinois Department of Corrections. The Pittsfield Police Department and Illinois State Police assisted with the investigation.
JOHN A. CRULL
Dec.14, Chief Deputy Zack Orr conducted a criminal investigation into a Violation of the Illinois Sex Offender Registration Act by John A. Crull, 39, Griggsville.
Subsequent to the investigation, Crull, was arrested on a charge of failure to register as a sex offender. Crull was cited and released per the SAFE-T Act.
Aug. 20, Crull pled guilty to failure to register as a sex offender and was sentenced to five years in the Illinois Department of Corrections.
CHRISTOPHER A. ELLINGER
Dec. 24, Chief Deputy Zack Orr conducted a criminal investigation into a Violation of the Illinois Sex Offender Registration Act. by Christopher A. Ellinger, 45 Griggsville. Ellinger is also charged with failure to register as a sex offender.
Ellinger’s next court appearance is set for Oct. 29.
PATRICK T.D. CANTWELL
May 23 Chief Deputy Zack Orr conducted a criminal investigation into a Violation of the Illinois Sex Offender Registration Act pertaining to Patrick T.D. Cantrell, 29, Pleasant Hill, who was charge with failure to register as a sex offender.
Cantwell’s next court appearance is set for Dec. 3.
JEREMY B. VOGEL
Aug. 1, Chief Deputy Zack Orr conducted a criminal investigation into a Violation of the Illinois Sex Offender Registration Act as it pertains to Jeremy B. Vogel, 21, Griggsville.
Subsequent to the investigation,Vogel, was arrested on a charge of failure to register as a sex offender. Vogel was cited and released per the SAFE-T Act.
Vogel’s next court appearance is set for Nov.19
Sheriff David Greenwood said his agency will continue to rigorously investigate all violations of the Illinois Sex Offender Registration Act.
